Licence Renewal

Licensed company service provider · TC008771
A restaurant kitchen with licence papers

General restaurant, light refreshment restaurant and factory canteen licences are issued by the Food and Environmental Hygiene Department and must be renewed on time. Before applying to renew, the annual inspection of the fire service installations and the ventilation system must be completed, and a "no-objection notice" obtained from the Fire Services Department.

The renewal application should be submitted within the 4 months before the licence expires. If it is made after the licence has expired, FEHD may cancel the licence, and a new licence must be applied for, during which the business cannot lawfully operate.

Renewal steps

  1. Renewal notice: about 4 months before the licence expires, FEHD posts the licensee the renewal application form (form FEHB 101A) and renewal guidance. Even without the notice, the licensee remains responsible for renewing before the licence expires.
  2. Annual inspection: book a fire contractor to complete the annual inspection of fire service installations and ventilation, and obtain the Fire Services Department's no-objection notice.
  3. Application: submit the renewal application and documents within the 4 months before expiry, and pay the renewal fee with the payment slip enclosed with the renewal notice.
  4. Review and inspection: FEHD reviews the application and may send staff to inspect the premises.

Documents required

  1. The completed licence renewal application form (form FEHB 101A)
  2. A copy of the business registration certificate (BR), where the licence is in a company’s name
  3. A copy of the applicant’s identity document
  4. A copy of the current valid restaurant licence
  5. The Fire Services Department’s no-objection notice

Government renewal fees

For a full licence with a floor area of 100 m² or less, the normal annual renewal fees are:

  • General restaurant: HK$2,520
  • Light refreshment restaurant: HK$1,810
  • Factory canteen: HK$2,710

Larger premises are charged by their floor-area band; the renewal notice encloses a payment slip. These are government licence fees set by FEHD, charged separately from our service fee.

What is checked

  1. Licence conditions: whether the premises continue to comply with the original licence conditions.
  2. Building safety: whether there are unauthorised building works, additions or unapproved alterations.
  3. Fire service installations: whether the fire systems work and the annual inspection is done.
  4. Hygiene record: whether there have been prosecutions or major public complaints.
  5. Site inspection: FEHD may send staff to inspect and verify that there is no breach.

Renewal tips

  • Book a fire contractor for the annual inspection early, so the renewal is not delayed.
  • Make sure every copy of every document is clear and valid.
  • Set a reminder so the submission window is not missed.

Licence renewal FAQ

If no renewal notice arrives, can renewal wait?
No. Even without FEHD's notice, the licensee remains responsible for renewing before the licence expires.
What happens if I apply after the licence has expired?
FEHD may cancel the licence. The licensee must then apply for a new licence and cannot lawfully operate until it is issued.
Why is the annual inspection needed first?
The renewal application must include the Fire Services Department's no-objection notice, which is issued only after the annual inspection of the fire service installations and ventilation system. Book a fire contractor early so the renewal is not delayed.
