Liquor Licence

A restaurant kitchen with licence papers

Liquor licences are issued by the Liquor Licensing Board. An applicant must first meet the application conditions; once the Board approves, the applicant is vetted by the police, including a meeting with police officers and a statement.

Selling alcoholic drinks on the premises requires a liquor licence, which is applied for separately from the restaurant licence. Applying on your own usually takes about 6 months, and longer for more complex cases.

Liquor licence FAQ

Can I apply for a liquor licence myself?
Yes. With enough time it usually takes about 6 months; more complex cases take longer.
Why does a liquor licence need police vetting?
A bar is a public place more easily linked to offences such as drink-driving, prostitution and gambling. So after the Board approves, the applicant is vetted by the police, including a meeting with police officers and a statement. We explain beforehand what may be asked, so the applicant is prepared.
What happens if alcohol is sold without a licence?
Selling alcohol without a licence involves two offences, "possession of liquor for sale without a licence" and "sale of liquor without a licence"; on conviction the maximum penalty is a fine of $1,000,000 and 2 years' imprisonment.
What conditions must an applicant meet?
The Liquor Licensing Board generally considers the applicant's character, relevant work experience and past performance as a licensee in deciding whether the applicant is a fit and proper person to hold a liquor licence.
Does selling alcohol online need a liquor licence?
Under section 2 of the Dutiable Commodities Ordinance, a "liquor licence" is a licence to sell or supply liquor at the premises named in it for drinking on those premises. Selling through an online shop with no tasting may in theory not need one; but to avoid breaking the law by accident, and for ease of running the business later, we still advise applying for one first.
