Light Refreshment Restaurant Licence

Licensed company service provider · TC008771
A restaurant kitchen with licence papers

The light refreshment restaurant licence, known as the "small licence", lets the licensee serve customers on the premises, but cooking is limited to simpler methods that do not produce much oil smoke, such as boiling, stewing, steaming, braising and pan-frying. Deep-frying and stir-frying are not allowed, and food may not be cooked or reheated at the table, as with hot pot, teppanyaki or Korean barbecue.

FEHD relaxed the licence from 1 March 2023: a licence applied for since then may sell basically any kind of food, the main limit being the cooking method. Dairy products, ice cream, baked goods and some others still need a separate licence.

Light refreshment restaurant licence FAQ

Which cooking methods are allowed?
Only simpler methods that do not produce much oil smoke, such as boiling, stewing, steaming, braising and pan-frying. Deep-frying and stir-frying are not allowed, and food may not be cooked or reheated at the table (hot pot, teppanyaki, Korean barbecue).
What food can be sold?
Since 1 March 2023 FEHD has relaxed the licence, so a licence applied for after that date may sell basically any kind of food; the main limit is the cooking method. Dairy products, ice cream, baked goods and some others still need a separate licence, and these are best settled at the planning stage so that the licence and opening are not delayed.
What kitchen area is required?
The kitchen, food preparation room and dishwashing room must together make up 9% to 20% of the total floor area, and not less than 4.5 sq m.
Which cookers are not allowed?
Because cooking methods are limited, ovens, barbecue grills and griddles are not allowed.
